HUD Right to Organize Regulations

In 2000, after years of advocacy, HUD adopted strong Right to Organize regulations (24 CFR Part 245), in English, Spanish, Russian, and Chinese. The regulations affirm and protect the rights of tenants in privately-owned, HUD assisted multifamily housing to organize their neighbors and collectively address issues in their buildings free from management harassment or intimidation.

Residents Rights and Responsibilities

Tenants across the country helped HUD create a “Resident Rights & Responsibilities” Brochure, which HUD requires landlords to distribute to all HUD tenants each year. Former deputy assistant secretary for multifamily housing Carol Galante sent a letter to owners and managers stressing the importance of distributing the brochure to tenants.
